CCL`s SAMGRA VIKASH (Overall Development)

Central Coalfields Limited (CCL) dream run continues unabated with its robust performance in the first three quarter of current fiscal year (FY) 2018-19. CCL delivered a record 41.65 million tons (MT) of coal production, registering a growth of 12% in the given time period. On the other hand, overburden removal also witnessed growth of 07%, with removal of 72.7 MCuM overburden till Q3. With a commitment to “Power for All”, company has supplied 03% more amounting to 38.4 MT coal to thermal power plants in the first three quarter in comparison to the same period last year. In continuation with the above performance, CCL achieved stock liquidation of 7.4 MT during the above period. Adding to its list of achievements, CCL had been certified as per IMS comprising of ISO 9001, 14001 and OHSAS 18001 during the current fiscal.
During the last fiscal year, CCL management under the visionary leadership of CMD, Shri Gopal Singh has emphasized on strengthening the infrastructure and fast-tracking many highly anticipated and ambitious projects which has certainly given push to coal production, coal evacuation, coal dispatch etc and will also have far-reaching effects in the coming years. In the last FY, capital expenditure of the company has been about Rs. 899 Cr, against the target of 650 Cr, 38.30 % above the target. The inspiring guidance of Hon’ble Chief Minister Shri Raghubar Das and business friendly policies of State Govt has facilitated, our contribution to State’s coffer in shape of Royalty was Rs 1926 Cr in 2017-18 and is likely to touch Rs 2250 Cr in current FY.
CCL will be expanding ongoing projects like Magadh, Amrapali, Karo and Ashoka which will boost the coal production. Environment clearances for new projects and expansion projects are also in the pipeline to be cleared in coming months, which will boost production from existing projects.
This saga of consistent growth is being written with strong commitment and persistent efforts of each and every stakeholder of Central Coalfields Limited. The unprecedented performance is the result of the systematic and strategic planning as well as its perfect execution. CCL Management under the visionary leadership of Shri Gopal Singh CMD, CCL has been successful in providing the required momentum to the company for its dream run. This has led CCL to break conventional thresholds and perform way beyond expectations, during the period 2012-18. With the focus to ease the existing bottlenecks particularly one related to infrastructure, coal evacuation, coal transportation, land acquisition etc., CCL management in collaboration with other stakeholders including state agencies have been making efforts in this direction persistently. A recent example of these endeavor is the three (3) Sidings namely Balumath, Bukru, and Phulbasiya, wherein operation has seen the light of the day lately and operations at two sidings namely Biraltoli and Shivpur will start very soon, which will augment coal supplies to our consumers.
Tori-Shivpur Rail line: The Tori-Shivpur new line (44.0 Km) is being constructed for coal evacuation from Amrapali and Magadh coal mines of Latehar and Chatra districts of Jharkhand. This area has huge coal deposit. Its scheduled date of commissioning was in 2006. 1st phase of the line, Tori-Balumath rail line and Balumath-CCL Siding was commissioned on 9th March, 2018. On completion of the complete stretch Tori-Shivpur-Kathotia rail line, around 100 MT of coal will be evacuated annually from North Karanpura Coalfield of Jharkhand. This is the 8th long delayed project commissioned during the last five years under the leadership of Shri Gopal Singh.
Piparwar Rail Line: It was scheduled to be commissioned in 1998. However, due to law and order issues and grievances of stakeholders, this project got delayed repeatedly. The speed of construction gathered pace during the last two years due to pro active approach of CCL management and firm support of Ministry of Railways and Jharkhand Govt. Transportation of coal will begin from Piparwar and surrounding areas from Rajdhar Siding. 20 million tonnes of coal can be dispatched from this project. Presently, 4 coal rakes is being transported daily, which will increase in future to 12 rakes.
As a responsible corporate organization, CCL has taken up various GREEN INITIATIVES, on order to check pollution and give push to environment restoration drive. In order to supply higher amount of clean fuel in form of washed coal we have floated tenders for 5 new coal washeries. The management has decided to establish a washery for every project with capacity of 10 MTY. We have been increasingly deploying state of art machineries, equipment and clean coal technology to check pollution. Eco-Parks are coming up at across CCL in each and every command areas in addition to large scale plantation. We are also focusing on Eco-restoration with income generation for the locals.
Under the stewardship of Shri Gopal Singh, CCL has witnessed long lasting organizational transformations been effected, long pending complex problems been solved , highest ever production been achieved, environmental and forestry clearances been obtained, physical possession of land been taken, Greenfield projects opened, railway projects been planned, expedited and completed. These all could be achieved because of adoption of KayaKalp Model of Governance which lays emphasis on the followings:

Holistic Development of poor, villagers, workers and downtrodden have been main objective of CCL. We are committed to bring social transformation through our welfare and CSR schemes and are continuously striving for it. Our Honorable Prime Minister has given the motto of ‘सबका साथ सबका विकास’ and every member of the CCL family is contributing to make it true.
CCL is one of the largest public sector undertakings in the country. So our responsibilities are as big. CCL is continuous efforts for inclusive development through various projects under the Corporate Social Responsibility (CSR) for the overall development of the country.
Employment Generation: CCL has generated 3761 jobs in the last 4 and ½ years and will continue to create opportunities for the youths through employment generation and skill development.
Sports Academy, Khelgaon, Ranchi: Conceptualized by Hon’ble Minister of Coal, Railways, Finance and Corporate Affairs Minister Shri Piyush Goyal and Hon'ble Chief Minister, Jharkhand, Mr. Raghubar Das, the academy started in July 2016. Sports Academy has come of age in very short span of its lifetime. Majority of its young cadets, who come from remote, backward and disadvantaged part of the state, have added many feathers to the cap of the academy in no time. Thus, justifying their talents, hard work put in by their coaches, efforts of CCL and State administration thereby vision of our Hon'ble Prime Minister.
The endeavor of Shri Gopal Singh CMD CCL to ensure that these young cadets get best of both worlds, be it the training, facilities, infrastructure, diet or the coaches, has made it one of the most sought-after academies of Jharkhand. Last year 1,89,000 applicants went through selection trial organized across 24 districts of Jharkhand and finally 170 students made through the rigorous selection modules, which makes it to ratio of 9:10000 for finally selected cadets and applicants, demonstrating its popularity. We are trying to reach as many as 5 lakhs children aged between 8 to 12 years from across Jharkhand in this years “Khel Mahakumbh”. The first phase of the selection event will kick off from January 7th, 2019.
At present 344 sports cadets are being trained in athletics, wrestling, archery, taekwondo and football in the sports academy. Sports Academy bears the complete cost of living, eating, schooling, coaching etc. of these children. These selected children are given five hundred rupee as stipend per month. Under the "Mission Olympic Medal 2024", these children are provided state of art facilities and training by national coaches.
CCL Ke Lal & Ladli: CCL provides the opportunity to the talented, hardworking and meritorious, (10th pass) school boys who are deprived of right guidance, due to lack of resources or money. These young talents are selected on basis of merit and are provided free coaching for engineering entrance exams, schooling, lodging and boarding by CCL. These boys are trained under the guidance of executives of CCL who themselves are IITians.
Running in its sixth year, “CCL ke Lal” have come up with flying colors, with the success of its each student, who have made through prestigious engineering colleges across India and are headed towards securing their bright future. Last year, 5 students (45 %) out of 11 cracked JEE (Advance) 2017. This year 12 students (48 %) "CCL's Lal and Ladli" cleared the JEE Mains and finally 3 cracked JEE Advanced.
Encouraged by the huge success, it was replicated for girls in the year 2016 under the name “CCL Ki Ladli” as CCL’s contribution towards Hon’ble PM’s “Beti Bachao, Beti Padhao”. Under which 11 meritorious students were also selected for their coaching. For these, the DAV Gandhinagar also has Class XI and CCL in XII. Free education has been arranged by the government. These girls are being provided accommodation, food and coaching free of cost.
Given the unprecedented success of "CCL's Lal and Ladli", the ambit of this scheme was expanded. Hon’ble Coal, Railways, Finance and Corporate Affairs Minister, GOI, Shri Piyush Goyal inaugurated video conferencing based live interactive smart classes at 4 centers BCCL and 3 in CCL. These children are provided free coaching in mining areas through video conferencing. Total number of seats was increased to 388 last year
Kayakalp Public School: Kayakalp Public School has been started with 30 students and it will run on CBSE pattern. The students would be given technical & skill development training when they reach class 9 so that they could be equipped with additional certificate apart from the CBSE certificate. In addition to it, performing students will also be provided coaching and assistance for various competitive exams like Engineering, Medical etc. Digital Board and Wi-Fi facilities will be provided to the students of this school. Free mid-day meal is being provided to the students. The students also undergo regular medical check-ups by a team of doctors/specialists from Central Hospital, CCL, Gandhinagar to ensure their physical well being. Many qualified officers, retired teachers and others have voluntarily offered their service free of cost, which has given the impetus to this movement.
Drinking Water: About 25,000 million cubic meters of water is available in the mines of CCL, which can deal with the problem of drinking water in the state along with the command areas of CCL. With the objective to utilize this water CCL signed a MOU with Jharkhand Govt in October, last year. This MOU proved to be a milestone for the welfare of the people living near the coal mines. After proper mining, the collected water is made available for drinking water and irrigation by proper treatment to the people living in villages and habitations surrounding the mines. Currently, water for drinking and irrigation is being provided to 74 Villages.
Health: CCL is committed to create a healthy and prosperous Jharkhand. CCL provides not only the modern and the free health services in Ranchi and its command areas, but also regularly organize various health camps across rural Jharkhand.
CCL organizes various types of medical camps under CSR from time to time in Ranchi and its command area. In the last few years, lakhs of people have been provided free medical facilities through medical camps in the CCL command areas including Central Hospital-Gandhinagar, Central Hospital-New Sarai and free medicines are also supplied to these patients. The super specialty facility at Central Hospital, Gandhi Nagar, Ranchi brings the service of best medical practitioners and experts in medical field from across the country for the people of Jharkhand.
In last 4 years, CCL through 2297 health camps organized across its command areas and Ranchi has given free medical services to more than 4 Lakhs 60 Thousand patients. BPL families and other needy people are provided free medical facility at "Jan Health Center”, Gandhinagar also.
ITI, Bhurkunda: Technical Education and Vocational Training for the youth of the Jharkhand has been one of the major features of our CSR programs. CCL had set up ITI at Bhurkunda in which 17 students in 2014-16 and 19 students in 2015-17 were trained in electrician trade. Currently 41 students are being trained in two batches (2016-18 & 2017-19). All the students of the first two batches not only completed their course successfully but also got placed through campus placement.
Multi Skill Development Centre (MSDC), Barkakana: MSDC has been set up in Barkakana, for imparting training in electrician and welding trade. Four (4) batches with a total strength of 176 (Electrician (93) and Welder (83)) students have already completed training. 43 students from first two batch were suitably placed in different companies during the “Employment fair” organized by CCL. Placement for rest of the students is being facilitated by CCL through different “Employment Fair” organized by state govt from time to time. This training has also helped the youths to be on their own as they have been self employed as Welders and Electrician. CCL management is planning to add five more trades at MSDC.
