CCL organizes seminar on "Complete Transparency and Adherence to Rules and Regulations Improve Productivity"

Vigilance Department of Central Coalfields Limited on Wednesday organized a Seminar on "Complete Transparency and Adherence to Rules and Regulations Improve Productivity" at IICM, Kanke.

S/Shri K V Chowdary, Central Vigilance Commissioner (CVC) was the chief guest of the function. Shri Manoj Kumar, Chief Vigilance Officer(Coal India) was the special guest along with Gopal Singh, Chairman-cum-Managing Director(CCL), D K Ghosh, Director(Finance), P K Tiwari, Director(Technical/Operations), Subir Chandra, Director(P&P), R S Mahapatro, Director(Personnel), Arbind Prasad, Chief Vigilance Officer, CGMs, GMs, HODs from headquarters as well as from different areas along with a large number of executives were present during the seminar. CVOs from other subsidiary coal companies, CMD, Directors and CVOs of other PSUs of Ranchi like CMPDIL, MECON, SAIL, and HEC also attended the function.

On this occasion, Shri K V Chowdary, Central Vigilance Commissioner inaugurated online “GPS/GPRS based RFID enabled weighing control system along with CCTV surveillance" based Vehicle Tracking System from Rohini Project to KDH Siding, N&K Area of CCL. Live broadcast of the new system was done, in which movement of trucks and RFID based weighment control operation were demonstrated. Shri K V Chowdary also released Vigilance Awareness Magazine on "Do's and Don'ts".

S/Shri K V Chowdary thanked CMD CCL for inviting him for this programme. He acknowledged that he is taking few learning from here, that how a coal company known for its stagnant growth, few years back has transformed itself like a caterpillar in a short period. He said that this has happened due to motivation and desire under the leadership of CMD Shri Gopal Singh.

Central Vigilance Commissioner cited various examples to explain the importance of rules and regulations framed by the government. Addressing the gathering, he advised that it is always important to maintain the record in the file with proper documentation and take decision within the ambit of rules and regulation. He also spoke on the compatibility of rules and regulation with the changing situation. Shri Chowdary said that everyone is should be conscious in disposing his duty.

Speaking on the occasion, Sri Gopal Singh, CMD, CCL said that it is the historic moment for CCL as for the first time Central Vigilance Commissioner, is attending the programme. Shri Singh said that team CCL has over the time developed a framework of "Kayakalp Model of Governance", which have delivered at each level.

The essence of this model is – Complete Transparency, Ethical and Philanthropic Approach and Connectivity with stakeholders. He said that management has been extending full support to Vigilance department and will continue to do so by giving its best officers to the department. He said that CVO has contributed a lot in the growth of CCL and he is integral part of our team. He said lets us resolve the fact that Vigilance is here to support and care for us.

Sri Manoj Kumar, CVO CIL in his address said that Vigilance Department is an integral part and contribute to the growth of any company. He said Vigilance role is just not to punish the corrupt but also to protect the honest officers. In his speech, he threw light on importance of transparency and adherence to rules and regulation. He further pointed out the emerging challenges for Coal India in changing time.

Earlier, Sri Arbind Prasad, CVO CCL welcomed the guest and gave elaborate details of transparency measures taken up by CCL and other related initiatives with help of power point presentation. He explained in detail about 100% e-tendering process being implemented in CCL headquarters and areas, where value is more than Rs.2 lakh. Sri Prasad also talked about new initiative like social media for registering grievances over mobile phone, single window grievances redressal cell (Samadhan Kendra) etc.

Vote of thanks was given by Sri Director (Technical/Operations) Sri P K Tiwari and programme was co-ordinated by Sri Priya Ranjan Kumar, Vigilance Deptt.
Earlier in the day, Shri K V Chowdary was given guard of honor at CCL Darbhanga House. He paid floral tribute to coal martyr at Saheed Ashmark, Darbhanga House. He also attended the Morning Prayer and visited Samadhan Kendra.

Later in the day, Shri K V Chowdary also visited Hotwar Khelgaon Complex and had lunch with 78 students (below 10 and half years) of Khelgaon who have been selected from 12 districts of Jharkand, for Sports University. He also met students of CCL Ke Lal and CCL Ke Ladli and wished them for their success.
